I didn't find anything specifically about the TosLink, but maybe we can get it going anyway.
Most sound cards are supported by the ALSA drivers. The best place for sound information for Linux is:

I think the page that tells about your card is:

I'm not sure that it works the same way in X4.5, but in X4.0/4.1/4.2 you have to make sure the appropriate modules are loaded at boot time. To do this, you have to have them listed in the /etc/modules file. (NOT modules.conf or anything else, just plain modules!) You have to be root/admin to edit this file. In X4.0 what I do is click Launch, Applications, System, Administrator Tools, Xandros File Manager (Administrator), then enter the admin/root password when it asks for it. Then navigate in the Admin File Manager to /etc/ and click the modules file. It should open in a text editor, with root/admin privileges. Make sure you have the following lines in the file:
snd-intel8x0
snd-pcm-oss
snd-mixer-oss
snd-seq-oss
If you don't have those lines in the /etc/modules file, add them, and reboot the computer. You should (hopefully) have sound. If you don't get sound then, or you already have those lines in the modules file, then we're probably past my ability to help you!
I'm not sure that the procedure works exactly the same in 4.5 as it does in earlier 4.x versions, but Doctore is pretty familiar with 4.5 and could probably set the record straight if I haven't got it exactly right.

Not "Xandros". Try "Mepis", "PCLinuxOS", "Sidux", "Ubuntu"
and/or other distributions, finding out that/if "Linux" really works
with the soundcard of yours.
Also, did you test the "alsaconf" command on "XD 4.5"? _________________ Linux User #432929

Looks like I've about run out of suggestions, but I'll give it some more thought and maybe I'll think of something else. Oh, one other thing: sometimes you have to run alsaconf again after you have the necessary lines in the modules file. You might also have a look at the mixer for your sound system; a few people have had no sound until they muted IEC958 (I think it was), or did they have to unmute it? Anyway, if you haven't already done so, it'd probably be a good idea to play around in the sound mixer and see if anything there makes a difference.
Sorry I haven't been able to come up with the solution, but as I said, I'll give it a bit more thought.

Just connected two phono leads to the computers stereo output jacks and there is sound. But no surround sound.

DVD issue is easier to resolve, it won't play region locked disks out of the box. You need to find and install libdvdcss. It is sometimes on debianmultimedia.org. Google can usually help you out on that one.
